Yes, it's true, unless the Genealogical Society of Southwestern
Pennsylvania has a project currently underway to do this.
Generally what I've done in the past, with varying amounts of
success, is this: Locate the cemetery in which the relative was
buried to get a death date, then armed with that date, write to Citzens Library
requesting the obituary. For a few dollars, the librarians will
look at the O-R microfilm for your relative on or around the
death date, and they will send you a photocopy.
If your relative was buried in Washington Cemetery, you stand a
very good chance of getting that date. I've also had luck with
Oak Spring cemetery in Canonsburg, and Highland Cemetery in
California. Your mileage may vary with this approach.
One other thing. If the relative died in the last 30 years,
you may find them in the Social Security Death indexes, which
might narrow down the month and year of death.
