Joseph A. Napper, 61, of Pittsburgh, died Sunday, February 15, 1998, in UPMC Presbyterian. He was a member of John Wesley Methodist Church and attended Washington area schools. He was a graduate of Washington High School. He also attended Lincoln University and was a graduate of Morgan State College of Baltimore, Md. He was a veteran of U.S. Army, serving in the Korean conflict. Mr. Napper was the former manager of the Job Center in Washington, and prior to his death, he was regional director of Pittsburgh Job Center's field operations. Surviving are his wife, Glenda Jackson Napper; a son, John D. Napper of Pittsburgh; a daughter, Sydnee L. Napper of Pittsburgh; three grandchildren, TaJore, Brian and Xavier; a brother, C.
