Roxie M. Winters Liggett, 82, of Henderson Avenue, Washington, formerly of Independence and West Middletown, died Tuesday, July 28, 1998, in her home. A Presbyterian, she was a homemaker. On August 30, 1934, she married Alexander R. Liggett, who survives. Also surviving are two sons, Frances "Brother" Liggett and Larry B. Liggett, both of Claysville; eight daughters, Norma Rubin and Patty Edmonds, both of Titusville, Fla., and Joanne Longstretch, Nancy Hughes, Marie Seighman, Elizabeth Delasandra, Karen Rush and Vicki Amon, all of Washington; one brother, Homer Winters of Washington; one sister, Mary Ellen McKim of Steubenville, Ohio; 31 grandchildren; four stepgrandchildren; 25 great-grandchildren; and five stepgreat-grandchildren. Deceased are one daughter, Cathy Liggett; four brothers, George, Lee, Brady and Robert Winters; and four sisters, Elizabeth White, Goldie Williams, Alda Kirchner and Maude Miller.
